Global warming and climate change issues require actors such as governments, public and private organizations, non-governmental organizations, local communities and even indi viduals to undertake more concerted action to better organize economic and social activities, particularly for those living in crowded urban areas. The traditional emphasis has been on the single-minded pursuit of ever-higher economic growth with scant regard for environ ment protection and social considerations. Such a one-sided orientation is no longer tenable as global warming and climate change are already affecting the way we live, work and play. Cities, the world over, continue to grow and expand because of their attractive amenities and the abundant economic and social opportunities they offer. By providing access to these opportunities, cities have allowed people to improve their living standards and move up the social ladder. At the same time, as hubs of prosperity, cities also have to grapple with a host of problems such as over-crowding, traffic congestion, slums, illegal settlers, pollution, water shortages, high energy consumption and large waste generation.
