Observing the political upheaval in France, in his famous Anarchical Fallacies Jeremy Bentham dismissed the abstract and slippery character of the 1789 Declaration of Rights of Man and of Citizen as "rhetorical nonsense, nonsense upon stilts". He argued vehemently that rights are the children of law: from real laws come real rights; but from imaginary laws, from laws of nature, fancied and invented by poets, rhetoricians, and dealers in moral and intellectual poisons, come imaginary rights, a bastard brood of monsters, gorgons and chimeras dire. [§] Debates between various philosophical defenders and skeptics on the justification for human rights as universal mandatory moral norms having a higher priority over ordinary legal norms have not finished; on the contrary, continue unabated, and the concept of human rights constantly provokes new normative ideas and doubts.
