The former Secretary of State's "realism" consists primarily of advocating that the United States use power with a more explicit regard to spheres of influence. He criticizes the Administration (which he served from January 1981 until July 1982) for failing to deal with Central America by applying heavy pressure on Cuba, and for skirting close to dangerous provocation of the Soviet Union over Poland. In an American sphere we should be less inhibited; in a Soviet sphere, more inhibited. The book can also be studied profitably as another chapter in the long history of personal incompatibility between secretaries of state and the White House staffs. [da Obra]
