    RESUMO: 
    Ukraine, Moldova and Georgia have been intensifying ties with the European Union, pondering about the issue of prospective EU membership although this remains a long-term option. The creation of the so-called ‘Association Trio’ by Georgia, Moldova and Ukraine in May 2021 further formalizes this aspiration.1 Being part of the European Neighbourhood Policy’s Eastern Partnership implies not only developing government-to-government contacts but also enhancing ‘linkages’ between civil society actors and people-to-people contacts. In the case of Ukraine, the role of civil society organizations (CSOs) became particularly relevant due to the fact that their participation was explicitly stated in almost every budget line of the ‘State-building contract for Ukraine’, a framework for delivering EU support to the country in 2014–2015.2 Developing contacts between members of the EU and EaP expert communities is another example. Think-tanks play an important role in establishing such contacts, engaging in advocacy and networking with decision-makers across national borders. [Da introd.]
