The minimum wage is a popular, if controversial, tool of economic policy making and for regulating the labour markets.2 On the one hand, it is seen as delivering a number of positive effects: it prevents the exploitation of marginal and vulnerable workers, reduces poverty and inequality, raises the standard of living of poorly- paid workers, and increases the labour supply. However, the minimum wage also has the potential to hurt those that it was intended to protect by increasing the cost of labour, reducing demand for labour, and even making the least productive workers unemployable.
