Media narratives, sometimes fed by political figures, often cast Pyongyang as irrational. By contrast, in professional analyses of North Korea, there is a strong tendency to ascribe strategic intent to Pyongyang's policies and decisions. These ascriptions are frequent, commonplace and often casually deployed. For example, the missile tests that greeted the fledgling Obama administration were described as ‘provocations, apparently in the hopes of being paid to stop’. Phishing attempts against US power utilities in 2017 were characterised as Pyongyang's ‘looking for a bargaining chip to gain leverage if it ever engages in any talks with Washington’.3 Proposing peace negotiations is construed as a strategy ‘to entangle Washington in long, drawn-out discussion on non-nuclear issues, which Pyongyang probably calculates would serve to cement the North's status as a nuclear weapons power and garner the prestige of being in negotiations with a world power...[Da introd.]
