There is a growing sense that the world is becoming a more dangerous place. Eleven years ago, four US statesmen (often called the ‘Four Horsemen’) – George Shultz, William Perry, Henry Kissinger and Sam Nunn – foresaw the danger of continued possession of, and reliance on, nuclear weapons, and urged a plan of action to address this looming catastrophe.1 They recognised that the continuing failure to implement the promise enshrined in Article VI of the Nuclear Non-Proliferation Treaty (NPT) to eliminate nuclear weapons would eventually lead to a breakdown of the nuclear non-proliferation regime itself and quite possibly even the use of nuclear weapons. In a series of five articles in the Wall Street Journal from 2007 to 2013, they outlined the need for what they called a ‘Joint Enterprise’, in which a group of countries, some with nuclear weapons and others with civil nuclear expertise, would identify the conditions necessary for the elimination of nuclear weapons and set about beginning to create them...[Da introd.]
