Cyber is now a formidable instrument of national power. A clear example has been the well-publicised Russian hack-and-leak operations against Western democratic processes, including, most dramatically, those of the United States. But the story is much bigger. Over the last decade, a number of states have used cyber means to advance their national objectives.
